CALL TO ORDER

Chair Stan Routt called the regular board meeting to order at 9:32 a.m. EST.

DISCUSSION

Welcome, Introductions, and Announcements

  • Chair Routt welcomed everyone to the board meeting and welcomed our new Board member, Mr. Ray Springsteen, to his first Board meeting.

Approval of Minutes

  • MOTION: Mr. Andy Games made the motion to approve the November 10, 2023 minutes as presented and Mr. Tom Claycomb seconded the motion.
  • VOTE: The minutes were approved by unanimous consent.

REPORTS

Chief Finance and Facilities Officer:

Mr. Brent Holsclaw, Chief Finance and Facilities Officer, shared his report with the board:

Finance:

  • Mr. Joe Mattingly, Dean of Business, is working on our FY25 budget.
  • Our state risk insurance has increased by 255%.
  • Up to a 3% salary increase will be factored into the proposed budget.
  • The Board of Directors will vote to approve the proposed budget during the May Board meeting, and the Board of Regents will review and vote on the proposed budget in June.
  • Our current budget revenue has exceeded our fall projections by $500,000. To date, this spring we have exceeded our projections by $700,000.
  • At this point in the academic year, we have spent approximately 58% of our anticipated budgeted expenses.

Facilities:

  • OTB 100 is a 68-year-old facility and we are currently working on the design phase of the renovation for this section of the building. During the planning phase of this project, we are reĀ­evaluating the programs that are housed in each section of the building and are relocating some projects to allow for a more cohesive flow.
  • In the OTB building, section 100, an additional 12,000 sq. ft. will be added.
  • The Glendale training facility is a $25 million dollar project. The sanitary sewer will be installed in the near future, and April is the targeted completion date for the facility.
  • Omni Architects has done a phenomenal job designing the Glendale training facility and Trace Creek has done a remarkable job as general manager for this project.
  • The Leitchfield expansion is a $9 million project and will house health sciences and manufacturing programs.
  • Question: Will the Glendale training facility be open for training in June 2024?
    Answer: This training facility is not a traditional ECTC facility, it is a dedicated training facility for specific onboarding training. The timeline for when this training facility will be used is dependent upon hiring schedules and training plans from the BOSK team. Our responsibility right now is to have the space to a capacity level that will meet the largest demand, while remaining flexible to accommodate the needs and demands of the training required.

Director of Human Resources:

Ms. Whitney Taylor shared her report with the board:

  • Faculty and staff recently completed a survey for Best Places to Work. This survey is completed every two years.
  • ECTC has received the Best Places to Work award twice in recent years, 2020 and 2022.
  • We hope to learn by the end of February if ECTC is once again voted as one of the Best Places to Work.
  • If selected, the Best Places to Work awards ceremony will take place in June 2024.
  • In March 2024, a rollout for new employee benefits will be available for employees.
  • Human Resources has worked hard to streamline the onboarding process. The new process was implemented in January 2024 and has proven to be highly effective.
  • Comprehensive training for supervisors is ongoing throughout the year.

Chief Institutional Advancement Officer Report:

Dr. Megan Stith shared her report with the board: 

  • Grant Updates:
    • We have created a new structure with our grant project managers who will provide support to grant directors and principal investigators.
    • Professional development events are being created for the grants team.
    • We have been awarded a $1.9 million Advanced Manufacturing Accelerator Project grant.
    • 2024 plans include childcare, Student Support Services renewal, and equipment to support Area Technology Centers and dual credit partners.
  • Family Scholar House
    • $2.9 million pledged since April 2023
    • $2 million requests pending
    • $400,000 remaining toward cash goal
    • 267 volunteers served 529 hours valued at $16,822 from August-December 2023.
  • Key Accomplishments in 2023
    • Seeing results of grants/philanthropy.
    • $4.5 million raised in donations since 2019.
    • $109,184 in operating/carry forward funds saved in 2023, $2.15 million since 2019.
  • The Future of Philanthropy at ECTC
    • Inclusive- offer a range of giving options and connect community to college needs.
    • Participatory - volunteerism, advocacy, and donations are all valued.
    • Problem-solving - opportunities to solve college and community challenges.
  • New Giving Opportunities
    • Gowns for Grads
    • Gas for Class
    • Employee Emergency Fund
    • Laptop Lending Program
    • Springfield Welding Program

Provost/CAO Report:

Dr. Telly Sellars shared his report with the board:

  • Dual Credit Update
    • Enrollment is up over 30%
    • The Dual Credit unit is undergoing a reorganization to meet the growing needs of our dual credit population.
  • Leitchfield Expansion Campus Programs
    • Licensed Practical Nurse
    • Manufacturing Program expansion
    • Health Sciences tech space
  • USDA Grant
    • Interactive television labs and updates, two labs here on our main campus, one at our Springfield campus, one at our Leitchfield campus, and one at our Meade campus.
  • SACSCOC Accreditation Update
    • Our accreditation committee is currently meeting every two weeks in preparation for our 5-year accreditation.

President/CEO Report:

Dr. Juston Pate shared his report with the board:

  • Dr. Ryan Quarles is doing a tremendous job as our new KCTCS President.
  • Legislatively a lot of work is being done on the budget, our legislative delegates are strong and are advocating for our needs.
  • Economic Impact study handouts were distributed to all board members.
    • ECTC total annual impact of $176.5 million added income and 2,263 jobs supported.
    • The activities of ECTC and its students support one out of every 71 jobs in the ECTC Service Area.
  • Dr. Pate shared enrollment data with the board members.
    • Our credential-seeking student numbers have steadily increased since fall 2018.
    • Our dual credit enrollment numbers have more than doubled since fall 2018.
  • ECTC has moved from the 5th largest to the 3rd largest college in KCTCS.
  • Our three-year graduation rate has steadily increased since 2017. Currently, our graduation rate is 49.6% for 2022-23 compared to 31% in 2016-17.
  • Our retention rate is the highest it has been for total cohort numbers at 62.6%.
  • Our pass rate is currently at 79.1%, our fail rate is at 14.9%, and our withdraw rate is at 6.1%. All of these numbers indicate continued improvement since 2017.
  • Our students have the second highest first-term average GPA and % of hours passed in the system for fall 2023.
  • Our assessment center revenue has increased tremendously since 2018-19, going from $27,169, to $53,534 in 2022-23.
