Chair Stan Routt called the regular board meeting to order at 9:30 a.m. EST.
Discussion
Welcome, Introductions, and Announcements
- Chair Routt commended Culinary Arts on the fantastic breakfast prepared for this board meeting and noted Dr. Pate's absence due to his attending an Aspen Conference in Colorado this week. Dr. Telly Sellars will give Dr. Pate's report.
- Chair Routt introduced our new Student Government Association President, Ms. Shauna Zuniga.
Approval of Minutes
- Motion: Mr. Howard Williams made the motion to approve the May 9, 2025 minutes as presented and Mr. Mike Phillips seconded the motion.
- Vote: The minutes were approved by unanimous consent.
Reports
Facilities
Mr. Brent Holsclaw shared his report with the board:
Finance:
- We have exceeded our fall enrollment projection by $200,000.
- Our operational expenses are at 18% of our budgeted expenditures, similar to last year at this time, 19%.
- We are in a good place financially at this point in the year, we are currently $600,000 under our projected budget.
Facilities:
- The OTB 100 renovation has officially begun and will include an addition to the building. Substantial completion for this renovation is scheduled for September 2026 and final completion in October 2026.
- The groundbreaking for OTB 100 will take place on October 27 at 4:30 p.m.
- Ross Tarrant will be the architecture firm for our OTB 200 and 300 renovation, this firm is also the architect for our 100 renovation.
- The Leitchfield project has begun, and footers are currently being placed. The groundbreaking for this project is September 26, final completion is scheduled for August 14, 2026.
- The Science building renovation will begin June 2026 and has a tight timeline in order to minimize disruption to teaching and learning. We are exploring off-site locations for science and biology classes while the Science building is under construction.
- Flock cameras have been installed on campus which will capture the make, model, year, and license plate of all vehicles on campus.
- The Family Scholar House project site work has begun. Road patterns on campus have been modified while this project is underway.
- ECTC faculty and staff have been phenomenal during the renovation projects across campus ... offices are now being shared, units relocated, etc.

Dr. Telly Sellars shared his report with the board:
- Professor Sarah Edwards gave the Board an update on our Strategic Plan:
- KCTCS is creating a 4-year system plan (2026-2030) with two 2-year action plans.
- Colleges will share common goals and performance measures.
- Local strategies may vary, but must align with system goals.
- By December 2025, colleges will have system-wide mission, vision, goals, and KPl's.
- Local planning begins Spring 2025, with implementation on July 1, 2026.
- ECTC Process Overview:
- Fall 2025 - Review and research
- Spring 2026 - Engagement and drafting
- Key takeaway: ECTC's local plan will align with the system framework, ensure broad stakeholder engagement, and be ready for full implementation on July 1, 2026.

- Quick Insights from graduate survey (over 800 submissions):
- 98% of graduates say they were satisfied with ECTC.
- 83 .6% (77% previous year) of graduates rate the quality of instruction as "excellent" or "very good."
- 97% of graduates say that ECTC faculty and staff care about them as a person.
