Call to Order
Vice Chair Kim Huston called the regular board meeting to order at 9:32 a.m. EST.
Discussion
Welcome, Introductions, and Announcements
- Vice Chair Huston welcomed everyone to the board meeting.
Approval of Minutes
- MOTION: Mr. Andy Games made the motion to approve the November 14, 2025 minutes as presented and Mr. Ray Springsteen seconded the motion.
- VOTE: The minutes were approved by unanimous consent.
New Business
Legislative Update
- Dr. Juston Pate shared with the board a legislative update on KCTCS reform. A reform package was presented to the legislature and the House filed a bill this past week which outlines what their proposed reform would look like. The two biggest changes were in our boards. The Board of Directors at each college will have statutory responsibilities removed and will run through the Board of Regents. An advisory Council may be appointed by the system president. The Board of Regents would remain a government appointed process for fourteen members, some for regional representation and some for industry sector representation. The elected positions would consist of one faculty, one staff, and one student regent, each with a full vote.
- If approved, the soonest this bill would go into effect would be July 1, 2026.
Reports
Chief Finance and Facilities Officer
Mr. Brent Holsclaw, Chief Finance and Facilities Officer, shared his report with the board:
- Occupational Technical Building:
- Our welding lab is now open and has been moved to a new location temporarily until their new space is completed later this summer.
- The interior demolition in phase 100 is about 90% complete at this time.
- The Advanced Manufacturing addition is making good progress.
- Substantial completion for phase 100 is in November.
- In phase 200 and 300 we are in design phase A.
- The entrance to OTB will be a grand entrance and the building will no longer be
separated into three phases, it will be one technical building. - A community engagement center will be incorporated into the building and will be able to seat approximately 500 people at eight person tables or 700-750 in chairs, the project begins summer 2026 and will take two years to complete.
- The Leitchfield campus is slightly behind schedule, but the slab work has been completed. Substantial completion is July 2026 and final completion is August 2026.
- The Science building renovation will have an expansion on the south and west sides of the building and the labs will be brought up to current standards. The design phase has been completed and the project should be completed in spring 2027.
- The relocation of existing programs to temporary locations while these buildings are under renovation has proved to be a monumental task and our team has done an amazing job navigating all challenges that have come their way.
- The Culinary Arts program will have a new location in the Barnes and Noble space in the Regional Postsecondary Center.
- Four of our buildings are over 50 years old and are in need of new electrical switch gear and this project will be under contract soon.
Vice President of Institutional Advancement
Dr. Megan Stith shared her report with the board:

- Fall 2025 Impact:
- 2,281 food pantry visits
- $13,939.22 in Student Emergency Fund assistance
- 290 gas cards
- 527 students passed all their classes
- 300+ students served through Pop-Up Shops
- 384 volunteer hours served
- ECTC Foundation:
- Going Pro - Last-mile mini-grants available to ECTC students to help them overcome obstacles as they enter the workforce. Every dollar helps a student cross the finish line, achieve employment, and contribute to our regional workforce.
- ECTC Champions Circle -A leadership giving circle strengthening student success and community impact. Champions Circle members help ECTC respond to the most urgent needs, addressing student needs, advancing workforce readiness, and transforming futures. $40,000 has been raised so far.
- Graduation Giving Cord Program - Graduates are invited to make a gift of $25 or more to the Student Emergency Fund to receive a special cord for graduation. This program lays the foundation for future philanthropic engagement with ECTC. In December 2025, 20 gifts were made and $550 was raised.
- Giving Day is April 26, 2026
- Student Success Circle luncheon is May 14, 2026
- UnGala is August 28, 2026
- Currently, we have seven federal grants underway totaling $8,652,483.60, one state grant and three foundation grants.
- We have one pending grant, the Opioid Abatement Grant for $986,563.
- Marketing 2025-26 Priorities:
- AIRT, PN, WRKS changes
- Pathways to high-demand careers and bachelor's (including RUC)
- ECTC Grows, community connections
- Student success stories
- Student success/retention marking support
- 498 media hits, July-January
- Mostly print and online with potential audience of 207 million
- 176K average monthly impressions (10% over goal)

- Collaboration with Metallica Scholars
Vice President of Academic Affairs Report
Dr. Juston Pate shared Dr. Telly Sellars' report with the board:
- Within one year, on average, about 22% of our dual credit students return to ECTC to continue their education. Within 4 academic years that number jumps up to 31.9%.
President/CEO Report
Dr. Juston Pate shared his report with the board:
- The Family Scholar House 48 residential unit project, housed within 4 buildings, is currently under construction. Two of the buildings will be completed late summer/early fall and students will begin moving in during October 2026.
- The Student Success Plan is still a work in progress and a final draft will be shared with the Board of Directors during the May meeting.
- The transition from BOSK to Ford has had a big impact on our community. The Glendale training center hosted 30 rapid response sessions for employees who lost their job.
